The Ministry of Labor proposed to conduct checks in case of non-payment of wages. Protection of workers' rights.

The agency proposes to expand the list of grounds for conducting unscheduled inspections of companies and enterprises. Now all inspections have been canceled, except for extraordinary cases related to safety, this rule is valid until the end of the year. The Ministry of Labor proposed to amend the relevant government decree and recognize the complaint of employees of the enterprise for non-payment of wages as the basis for the audit.

The package of documents contains the text of the resolution and an explanatory note to it. It states that the complaint of employees should be included in the list of grounds for an unscheduled inspection. At the same time, it was established that violations must meet the criterion of "mass character" and relate to the labor rights of workers to receive wages. The same characteristic is contained in the text of the draft resolution and its content is disclosed. A mass violation is considered to be one that concerns more than 10% of the average headcount or more than 10 employees. Non-payment of wages in this case can be either full or partial.

The audit will be carried out by decision of the head or deputy head of the Federal Service for Labor and Employment or its territorial divisions and in agreement with the prosecutor's office. That is, interested employees need to apply with complaints to Rostrud and its territorial divisions - departments. An audit will be carried out if a complaint is filed, if the interests of more than 10% of employees or more than 10 people are affected.

The explanatory note states that these amendments will ensure the protection of the rights of employees to the timely payment of wages. The inspections will be funded from the federal budget.

After the introduction of anti-Russian sanctions, a number of benefits were provided to business and the population. Thus, a moratorium on inspections was introduced until the end of the year. Exceptions have been established for a small number of objects and grounds. Separately, a list of grounds for unscheduled inspections was established, they must always be agreed with the prosecutor's office. Already in March, all scheduled inspections of SMEs subject to the moratorium were canceled.

The President separately stated that the administrative pressure on business should be reduced, and inspections should be reformed.
