The Federal Antimonopoly Service opened a case on the application of Doublegis. Illegal systematization, copying of information. A responsibility.
The case is being conducted against the company "Grizzly Security" and its head Andrey Popov. Understands the circumstances of the incident Office of the Federal Antimonopoly Service in Novosibirsk, in the actions of the defendant service specialists see signs of a violation of Art. 14.5 of the Federal Law FZ-135 of 26.07.2006 "On Protection of Competition". A. Petrov is the head and owner of Grizzly Security Limited Liability Company, which developed the ToGo guide. This guide, or rather the material used in its creation, served as a stumbling block between Doublegis and the Moscow LLC.
The Novosibirsk Limited Liability Company Dublgis, the copyright holder of the 2GIS cartographic service, applied to the FAS to protect its rights. The statement says that in order to create the above directory, the offenders illegally and without the permission of Doublegis LLC used the materials of their databases, in particular, extracted, systematized, copied information. This illegal use, according to the applicant, was carried out in commercial interests.
The applicant indicated that he found illegally extracted information in the mobile application of the above directory. In his opinion, such actions are a violation of the prohibition on unfair competition associated with the use of the results of intellectual activity, established by Art. 14.5 of the Competition Law. In order for the statement not to be unsubstantiated, Dulgis LLC conducted an examination, which it submitted to the FAS.
The experts made a conclusion about the use of materials from the "2GIS" databases in the ToGo directory, which is confirmed by the conducted research. In particular, the latter repeats the names of non-existent organizations that were invented by 2GIS employees to track illegal copying. Moreover, experts have established such copying in almost every city of the Russian Federation.
A specially created commission of the FAS agreed with the arguments of the experts and their conclusion. It is noteworthy that Andrey Popov called his reference book a "GIS killer", talking about its creation on open information platforms on the Internet.
Now the Doublegis company, created in 1999 by the Sysoev brothers, is almost wholly owned by Sberbank and its subsidiary. The company has extensive databases and a multi-million audience.
