Russia's first electronic payment system Cyberplat has stopped making payments. Revocation by the Bank of Russia of the license of its operator, the commercial bank Platinum.
We are talking about the payment system "Cyberplat" ("CyberPlat"), which is a "pioneer" in this area on the territory of the Russian Federation. The reason, most likely, was the revocation by the Bank of Russia of the license of its operator, the commercial bank Platina. The first reports of the termination of payments appeared almost on the day of the recall. Capital Bank launched this payment system 23 years ago.
Platina Bank successfully developed online banking, founded Cyberplat and was its settlement center. For 2019, more than 200 online stores used the payment system. The system was created on the basis of the e-commerce department and was actively used for information and technical support of initial settlements. After the appearance of the first messages about non-payment of payments, payment for services was promptly transferred to other partner platforms.
The regulator cited the violation of the anti-money laundering law as the reason for revoking the special right, which is designed to counteract the legalization of proceeds from crime. In particular, dubious transactions of significant funds were discovered in favor of illegal online casinos and betting companies from individuals.
Cyberplat had about 1.5 million payment transfer points, over 8,300 service providers managed to connect to it over 23 years, including all telecom operators in the Russian Federation (however, according to their admission, Cyberplat accounted for only 10% cell phone payments). The system worked not only in Russia, but also in Kazakhstan and India. She is also known for the fact that in 2014 she tried to create a global SWIFT system designed for banks to exchange messages on the topic of finance. The reason for the creation of such a system was the innovations of law, providing for the localization of transactions within the Russian Federation.
Clients of the system managed to quickly transfer payments to other partner banks, currently the services of most of them, according to management, are fully operational. Such a quick reaction was due to the fact that experts quickly calculated the termination of the system after the license was revoked from the operator.
Officially, Cyberplat is almost wholly owned by a limited liability company of the same name, and only 24% of the authorized capital is owned by an offshore company backed by Platina Bank. However, the replacement of "Platina" by another bank in this case is hardly possible, since "Cyberplat" was completely a project of this capital bank.
