Taxi law and data on individuals.
The State Duma adopted bill No. 121564-8 in the decisive, third reading. Based on the results of preliminary consideration, the Federation Council recommended that the document be approved. The new "taxi law", as it is called for brevity in the media and information space, will provide Russian intelligence services with access to information about trips made by citizens.
The bill introduces a new obligation for taxi aggregators, carriers and drivers. They will have to keep special records and create "order logs" on paper and electronic media. This documentation must be kept for six months. At the request of law enforcement agencies, carriers and aggregators will be required to provide them with data.
What information should be included in the order log for each trip of a passenger taxi:
Order number;
date and time of its adoption;
date of execution of the order taken into work;
starting and ending address of the trip;
identifying data of the passenger car, including make, model and registration number;
identifying data of the driver: last name, first name and patronymic (the latter - if any);
start and end time of the trip (planned and actual);
method of ordering;
subscriber number of the passenger (charterer) (telephone number from which the taxi was called);
additional requirements that the passenger made to the taxi car, for example, the presence of a child seat or a place to accommodate a wheelchair for a disabled person.
Databases, technical means for receiving and processing orders, information systems of aggregators should be located only on the territory of Russia, that is, on domestic servers. Supervisory and regulatory authorities will also have access to them.
Among other innovations of the law:
new terminology and conceptual system. A new concept for the Russian legislation "passenger taxi" and its derivatives are introduced;
special taxi registries will be created in Russia: a single federal register and separate registers for each subject of the Russian Federation (regional);
to work in a taxi, the driver must register the status of a self-employed or individual entrepreneur, conclude an agreement with the carrier. Citizens with an outstanding criminal record and with three or more fines will be denied access to taxi drivers;
taxi cars will have identification marks: a lamp, a color scheme, a plate with the name of the driver and the data of the carrier in the cabin;
the order service will be required to open a representative office in the region with a large number of orders;
the damage from the accident will have to be paid by the aggregator if the driver does not have the funds.
Providing information to the security forces will be mandatory only when a criminal case is initiated and operational search activities are carried out on it.
