Small businesses are experiencing significant difficulties in regions where severe restrictive measures are being introduced due to the coronavirus. They are denied benefits if the restrictions imposed by the regional authorities are not coordinated with the federal center.
Representatives of small and medium-sized businesses complained about the denial of subsidies to Boris Titov. In turn, the latter addressed in writing to Prime Minister Mikhail Mishustin, and in a letter outlined the essence of the problem and possible solutions.
Subsidies-payments for employees in the amount of from half to one minimum wage are provided to representatives of SMEs and socially oriented non-profit organizations for each employee when restrictive measures are established in the region related to preventing the spread of coronavirus. The distribution of payments is carried out by the Federal Tax Service of the Russian Federation, on the basis of a written request from the interested enterprise.
The fact of Titov's appeal to the prime minister has already been confirmed by his representative. In the letter, the business ombudsman cites examples of refusals by the tax authorities to pay subsidies if restrictive measures are introduced in a constituent entity of the Russian Federation by local authorities or a regional headquarters and are not approved by the federal operational headquarters for combating coronavirus.
Moreover, Boris Titov agrees that the Federal Tax Service has formal grounds for such decisions. In the latest version of the Cabinet of Ministers resolution on salary subsidies (No. 1513), one of the conditions for payment is the introduction of restrictions on coronavirus, approved by the federal operational headquarters. However, the business ombudsman believes that the point of the program is to support companies that have suffered and suffered losses due to restrictive measures due to coronavirus. In this case, it should not be of decisive importance, Titov believes, whether the restrictions were introduced with the consent and approval of the operational headquarters or not. Since this item does not meet the purpose of the program, because companies are in any case obliged to comply with the restrictions imposed at any level, and in connection with this they incur losses.
Boris Titov suggested that the prime minister consider the possibility of clarifying the text of the resolution so that the Federal Tax Service would not have formal grounds for refusals. This initiative was supported by the president of the Opora Rossii association Alexander Kalinin. He also sent a similar message to the Prime Minister. Kalinin also drew attention to the fact that most of the restrictive measures are introduced just at the regional level. As a result, most companies lose their eligibility for the subsidy, resulting in the program not working.
