Providers complained to FAS because of YouTube slowdown
The Rosteleset Association, which represents more than 200 regional telecom operators, has asked the Federal Antimonopoly Service (FAS) to initiate an investigation into a possible violation of the law “On Protection of Competition”. In its appeal, the organization points to the creation of “discriminatory conditions” for telecom operators, manifested in the uneven slowdown of the YouTube video platform and the Google search engine.
In the complaint, Rosteleset notes that in recent weeks, operators have experienced a “significant and uneven” deterioration of YouTube and Google services, which has caused a sharp increase in complaints from users to providers. The deterioration in access to video hosting is particularly noticeable when connected via Wi-Fi on wired networks, while the slowdown is minimal on mobile networks. In addition, users of cellular operators began to actively use VPN services, which had a positive impact on the quality of video platforms.
The association argues that the uneven decline in the quality of services violates the principles of “free market”. Since YouTube is a popular platform, its availability and quality of work determine competitive conditions for telecom operators. The letter emphasizes that small regional companies are losing customers as subscribers are increasingly switching to mobile operators' services due to the better quality of access to YouTube.
The complaint also mentions Roskomnadzor's response to the association's appeal, which states that measures have been taken against YouTube due to numerous violations of Russian law. The differentiation in the deterioration of service quality at different operators, according to Roskomnadzor, is due to differences in the policies applied to mobile and fixed networks. The Rosteleset Association believes that this situation leads to an unequal position of operators in the telecommunications market and creates discriminatory conditions, which threatens competition and violates antimonopoly legislation.
