The Federal Tax Service has announced the launch of a pilot project for interaction with marketplaces.
According to the head of the service, this project is aimed at improving control over the taxation of the activities of sellers operating through online marketplaces and is designed to prevent tax optimization schemes, in particular, the so-called “splitting of business”.
A key element of the project will be the introduction and finalization of internal control systems directly within the marketplaces themselves. This means that the platforms will be integrated with the systems of the Federal Tax Service, in fact, marketplaces will become a kind of “first line of defense” in the fight against tax violations.
The system will analyze data on sellers, including sales volumes, the number and size of transactions, geographical location, business structure and other parameters that allow for the identification of fragmentation markers - for example, companies engaged in an identical type of activity and operating through a single logistics network.
Within the framework of the pilot project, special algorithms and criteria for assessing risks will be developed. The data will be transmitted to the Federal Tax Service, which will enable the tax authorities to respond promptly to identified violations and conduct audits.
It is important that the program is aimed not only at punishment, but also at prevention. Sellers, having seen their potential tax risks at the registration stage or when working on the site, will be able to independently adjust their business model to avoid future problems with the tax inspectorate.
The success of the project will depend on the efficiency of interaction between all participants, on the quality of algorithms and on the willingness of marketplaces to participate in improving their internal control systems.
