Russian businesses will be granted a deferment in the payment of insurance premiums.
The state is preparing to take another measure to support business in the difficult conditions of sanctions pressure from Western countries. This time, a deferment in the payment of insurance premiums has been announced.
The announcement was made by the President on 04/25/2022. within the framework of the meeting on economic issues. According to him, this measure will not be extended to a number of adoptions: wholesalers, exporters, enterprises involved in the financial sector. The exact list of industries will be approved by the Cabinet of Ministers, it is already clear that it will include companies - suppliers of goods and services to the Russian market. Economics Minister Maxim Reshetnikov has already specified in advance that the list will include enterprises operating for the domestic market, the specific type of activity is not significant (unless it is specified in the exceptions).
The term "deferral" in this legal context means a grace period during which you will not have to pay insurance premiums, after its expiration, in a year, you will need to make payments for the entire deferral period. It is supposed to provide a deferment for a year, and it will cover different periods for different groups of companies, as follows from the words of the head of state. Thus, Vladimir Putin clarified that for manufacturing workers, the deferment will also apply to the 3rd quarter of 2022, while the general rule of this measure is to defer payments for the 2nd quarter of this year.
The manufacturing sector, according to the Cabinet of Ministers, employs about 20 million people, it makes up about 30% of the country's economy and has more than a million companies. Here, the list of exceptions will be more significant: not only exporters, but also farmers, builders, some companies involved in transport, and IT specialists will not receive a delay. The list is being finalized by the Government of the Russian Federation.
The measure is unprecedented, not previously used in the Russian Federation, in fact it is an interest-free loan. Companies will be able to save a large amount of working capital, and therefore save jobs. For these purposes, it is also supposed to write off some part of the debt on payments, but everything will depend on the possibilities of the budget. It is obvious that the load on him will increase.
The delay is expected to affect about 3 million companies with more than 50 million employees. According to the Government's estimates, these companies account for approximately two-thirds of all Russian business.
