The Kommersant website published news that the prosecutor's office had restored the right of entrepreneurs to place advertisements.
In the period from November 2020 to February 2021, the prosecutor's office of the city of Novosibirsk considered complaints from entrepreneurs about disagreement with the decisions of the city authorities to refuse to issue permits for the installation and operation of advertising structures.
As a result of the checks, many facts of illegal decisions in this area were revealed by the mayor's office. Therefore, the decisions indicate that advertising structures do not belong to the types of structures that are allowed to be installed on the territory of the city of Novosibirsk.
At the same time, it was not indicated to what extent the placement of advertising structures would violate the architectural appearance of the existing building, what exactly is a violation of the architectural appearance and inconsistency in the types of advertising structures.
In addition, a number of designs fell under the concept of "wall panel", and there was no reason to refuse their approval.
The chief artist of Novosibirsk, Ivan Fatkin, explained that problems in coordinating signs do exist due to inconsistencies with the city hall's advertising and information committee.
The prosecutor's office issued two resolutions to the mayor of Novosibirsk, Anatoly Lokt, and cases of administrative offenses were initiated against the persons who headed the committee on advertising and information of the mayor's office and made illegal decisions.
In pursuance of the proposal of the prosecutor's office, the mayor's office issued 23 permits to companies for the installation and operation of advertising structures.
The issue under discussion is typical both for Novosibirsk and other regions. The adoption at the local level of various regulations related to the placement and approval of advertising structures, as well as the established practice of their application is sometimes opaque, contradictory and does not allow entrepreneurs to do business.
