Overregulation of the entry of new drugs into the Russian market. Development of a transparent mechanism for identifying the recipient and the need of citizens for drugs.
During the pandemic, the proportion of Russians satisfied with the national public health system, contrary to expectations, increased by 7%. This is a pretty significant indicator. However, health experts do not share the optimistic attitude of ordinary citizens. They note serious problems in regulation, which lead to a lack of innovative medicines and infringement of the rights of beneficiaries.
Public opinion is reflected in the STADA Health Report. According to the results, 41% of the surveyed Russians speak positively about the work of the healthcare system and are satisfied with the services provided. Over the past year, the year of the pandemic, the share of satisfied people has increased by 7%. Residents of another 15 countries participated in the survey, and with an overall higher share of satisfied people, their percentage has declined on average over the past year.
Experts suggested that such an indicator is associated with a certain liberalization of the pharmaceutical industry. The regulations adopted by the Government over the past year have made it possible to enter the market for a number of drugs that are necessary to combat the coronavirus and its consequences. This opinion was expressed by officials from the health sector responsible for the interaction of manufacturers and government agencies.
However, the representatives of the manufacturers themselves did not agree with such an optimistic assessment and noted the excessive overregulation (the presence of a large number of requirements and procedures) of the process of entering the Russian market for new drugs. As a result, Russians do not get timely access to innovative drugs and modern treatment. And even if a manufacturer receives a patent in the Russian Federation, he may not be interested in large deliveries, which rarely find a mass buyer, also due to the lack of such a system as drug insurance.
The state knows about this mechanism for providing beneficiaries with medicines, moreover, its introduction was planned several years ago. But drug insurance still does not work and has not even been introduced. Whether the adoption of relevant regulations is planned is unknown. According to experts in the field of law, drug insurance, although necessary and could provide citizens with drugs, is rather difficult to introduce in the Russian Federation due to possible abuses. Therefore, first it is necessary to develop a transparent mechanism for identifying the recipient and the need of citizens for drugs.
