European sanctions on Russian fertilizers have been lifted and restrictions on other products have been eased.
The European Commission has published instructions announcing the lifting of sanctions on Russian fertilizers. At the same time, restrictions on other products were relaxed, in fact, this decision lifted the ban on the import of not only fertilizers, but also cement. The history of lifting sanctions on fertilizers from the Russian Federation has been going on since March, but is still far from the end. The fact is that 300,000 tons of chemicals are stuck in the Baltic ports and their fate is still unknown.
As for sanctions, the European countries have introduced them after the United States. When US authorities lifted the latest restrictions in March, EU decisions were more cautious. 04/08/2022 sanctions were imposed on the supply of fertilizers to Europe. Then the European Commission successively published clarifications on the procedure for implementing the sanctions, first it was indicated that the sanctions apply only to products destined for Europe, then it was reported that the ban was extended to all fertilizers, regardless of the final buyer. Blurring and non-specific characteristics did not allow proper transportation of fertilizers, including to third countries.
On September 19, the EU finally published clarifications, according to which restrictions were lifted on the transfer of fertilizers from Russia to third countries, including those related to the conclusion of insurance and charter contracts. The new rules also apply to coal and a number of other commodities.
This decision was made against the backdrop of a speech by the President of Russia in Samarkand. V. Putin said that the sanctions are in effect despite their actual cancellation for transfer to third countries, as there are restrictions related to transportation. He also said that Russia is ready to transfer the fertilizers accumulated in the ports to developing countries free of charge. The President of the Russian Federation informed the UN Secretary General of his desire, who held negotiations with the EU.
Taking into account the clarifications of the EU regarding the sanctions on fertilizers from the Russian Federation, logistics should now improve, which is important in the context of a possible food crisis. At the same time, foreign buyers are demanding big discounts, which fertilizer producers are ready to provide if there is no increase in taxes (and such a bill is being considered in the State Duma).
The chemicals are supposedly stuck in the ports of the Baltic countries due to the sanctions imposed on Belarus and also affecting the Russian Federation. They can really be given to developing countries, and the scenario of their confiscation by the authorities of European countries to provide for their farmers is also possible.
