The State Duma adopted a bill on LGBT propaganda in 2022.

The lower house of the Russian parliament passed a package of bills (No. 217471-8 and No. 217472-8), which received the informal name "on the ban on LGBT propaganda" (LGBT is a term for gays, lesbians and transgender people).

The main thing in the amendments is the extension of the ban on propaganda of non-traditional sexual relations to the entire Russian audience of any age. Nine years ago, Russia already introduced a ban on LGBT propaganda among citizens under the age of majority. Administrative liability is introduced for violations in the form of significant fines (legal entities also face suspension of activities in some cases).

Main amendments:
- a ban on the dissemination of propaganda of non-traditional sexual relations on the Internet, the media, literary works, cinema (films with propaganda will not be issued a rental certificate), advertising, in materials on audiovisual services;
- Changes are made to a number of laws;
- in Federal Law-436, in the list of types of information prohibited for dissemination among children, the wording “propaganda of non-traditional values” is replaced by the term “information promoting or demonstrating non-traditional sexual relations and / or preferences”, while the term “propaganda” is not explained;
- a ban on the promotion of pedophilia and gender reassignment is also introduced;
- new norms are introduced into the Code of Administrative Offenses of the Russian Federation providing for fines for LGBT propaganda up to 400,000 rubles for individuals and up to 5,000,000 rubles for legal entities, pedophilia - up to 800,000 for individuals and up to 10,000,000 for legal entities, for dissemination of information among minors that encourages change gender, up to 200,000 for individuals and up to 4,000,000 for legal entities;
- Access to paid resources to materials containing information about LGBT people is planned to be provided with the introduction of a special code confirming age.

The amendments for the second reading introduced the following changes:
underage citizens are prohibited from accessing materials with information about LGBT in full;
video game ban extension denied;
a ban was introduced on the sale of goods containing data, the dissemination of which threatens with administrative and criminal prosecution;
in order to implement the law, Roskomnadzor will monitor the information space.
Amendments to criminalize the second violation were rejected. The authors of posts in social networks will not be responsible for other people's comments with LGBT propaganda, explained A. Khinshtein. It will also not be a violation to mention the orientation of Oscar Wilde, if the literary success of the writer is not made dependent on it.
