The President proposed to launch an industrial mortgage. Conditions for obtaining the right to a preferential mortgage.
The initiative was announced at the international economic forum, which is currently taking place in the northern capital. It is reported that the Cabinet of Ministers is already actively working on this project, the Ministry of Finance, the Ministry of Industry and Trade and the Ministry of Economic Development are responsible for it. Their work is carried out with the participation of the heads of some subjects of the Russian Federation.
It is assumed that this measure should contribute to the development of production and increase their own capacities. As a result, producers will receive assets for ownership, not for rent, which will create comfortable conditions for work, investment and transformation, and provide them with permanent sites.
Who will be granted an industrial mortgage:
manufacturers willing to enter into long-term loan agreements;
enterprises interested in buying ready-made space for production.
These are two necessary conditions for obtaining the right to a preferential mortgage, loans are planned to be made for many years and will be provided to those who are ready to invest in the creation of a new production facility at a ready site.
Preferential mortgage is called because loyal conditions are offered: the rate will be only 5% per annum. The President, directly in his speech at the forum, instructed the Government to promptly agree on the terms of industrial mortgages with credit organizations, and asked not to delay the work on the project.
This is a fundamentally new financial instrument, as the head of state noted, which was not previously used in Russia. It is assumed that industrial mortgage will contribute to the rapid establishment of own production in a number of industries: in mechanical engineering, the production of household appliances and equipment.
The President's initiative is based on the proposal of a group of entrepreneurs who have applied to the Minister of Industry and Trade. They expressed their interest in full ownership of industrial areas without intermediaries.
Back on June 6, Mikhail Mishustin instructed members of the Cabinet of Ministers to work out preferential mortgages for manufacturing workers, and now its introduction has been officially announced. The head of state called for speeding up work on the project so that loans would be issued in the near future. The composition of the developers has also been replenished due to the addition of Sberbank and the Central Bank of the Russian Federation to them.
