The Federal Assembly adopted and the President signed a law that simplifies the regulation of imports of goods into the Russian Federation. Details of the federal law - FZ-74 of 03/22/2022. The law amends a number of normative acts, and suspends the operation of some of their provisions. FZ-74 is included in the second package of measures of state support for the population and enterprises in the context of foreign economic sanctions pressure. This legislative act provides for a significant simplification of the procedure for regulating the import of goods into the territory of the Russian Federation and the EAEU.
The new law gave the Government of the Russian Federation additional powers in order to quickly respond to daily changing circumstances. The Cabinet of Ministers now has the right to:
introduce and cancel obligations to provide security for the payment of customs duties and taxes;
introduce and cancel benefits for payment of customs duties and taxes, in particular, in the form of deferment or installment plan;
establish a list of goods imported for the implementation of investment projects, the release of which is allowed before the declaration is submitted, and a number of other powers.
In addition, until 2029, it is allowed to import multicomponent products as part of a number of foreign economic transactions.
Participants in foreign economic activity engaged in it for less than a year are allowed not to provide security for obligations to pay customs duties and taxes.
An opportunity is being introduced to expand the territory of the experiment on the labeling of alcoholic products imported into Russia, which is currently being carried out only in Kaliningrad. The rights to expand the scope of application of the law are also granted to the Government of the Russian Federation. The term of this experiment is extended beyond the originally declared, until May 31, 2024.
Other, more specific measures for declaring goods have also been introduced, the procedure for providing classification decisions has been significantly simplified, the requirement to issue special stamps to applicants confirming the absence of arrears to the state, etc. has been suspended.
The law comes into force from the day it is officially published on the portal of normative acts (26.03.2022), some norms will come into force only from 01.01.2024.
