Expansion of the list of illegal content on the Internet.
The upper house of parliament is developing a bill that expands the list of prohibited Internet content by including propaganda of feminism in its radical form, information about abortion, childfree ideology and many other things. One of the authors of the document is Senator Margarita Pavlova.
Now, without a decision of the judicial authority, sites containing the following data are blocked out of court:
- pornographic publications involving minors;
- ways of using narcotic substances and alcoholic products;
- thoughts and ideas about suicide;
- calls for the organization of mass riots and participation in them;
- disrespectful statements about society and authorities, symbols of statehood;
- inducement of persons under the age of majority to offenses and crimes.
This list is proposed to include content that is not yet formally illegal, but is gaining popularity on the Internet and potentially dangerous to society.
Margarita Pavlova told reporters that the provisions of the legislative initiative are being coordinated by Roskomnadzor, together with which the bill is being developed. She did not list all the information that is proposed to be blocked out of court, but complained about the following destructive content:
- propaganda on the network of rejection of the traditional family with children, abortions at long gestational ages;
- romanticization of the criminal environment;
- "denigration" of ordinary family values, the rejection of the traditional position of women in the family;
- promotion of "unhealthy" relationships between the sexes;
- dissemination of ideas about "unhealthy forms of living together";
- conducting online classes and marathons that normalize deviant relationships and psychological deviations.
The senator drew attention to the fact that all this information is being disseminated under the guise of freedom of speech, protection of women's rights, tolerance, and the provision of qualified assistance. The author of the legislative initiative also noted that she had received many complaints about the VKontakte network and promised that this year would be a turning point in expanding the list of prohibited content.
In the State Duma, the legislative initiative of the Federation Council has not yet received unequivocal approval. Many deputies felt that blocking information about medical methods of abortion would lead to the spread of clandestine abortions. In addition, they considered many characteristics to be evaluative, so it is rather problematic to single out the most radical and dangerous statements among feminist statements.
