Russia has embarked on the path of integrating small domestic solar power plants into a single grid. Rooftop solar systems were still considered exotic in Russia. But in mid-March, a new mechanism was launched that allows any owner of the modules to sell excess solar energy to the public grid. Income from such sales is not taxed.
The main innovation is the possibility of compensating consumption volumes from the network and supplying the generated electricity to the network. The more kilowatt-hours a generator puts into the grid, the lower the electricity bill will be. The solar system owner can even earn money if the balance between power and grid consumption at the end of the month is positive. Solar equipment vendors have been using this mechanism for several years and are now anticipating an explosion in demand for small home modules.
According to the government decree, paragraph 299 on microgeneration, an individual and a legal entity, if they so wish, can use a generator on any type of fuel, including a wind turbine, diesel or gas installation. But solar systems are easier to install and use, and prices continue to fall.
In sunny regions, with the right selection of panel power, it is possible to increase the share of coverage of own microgeneration consumption up to 100% per month. The installation of microgeneration may also be of interest in the Moscow region, where a single tariff for the population in the second half of the year will approach 6 rubles. For legal entities, the tariff for low-voltage networks is even higher: for example, in the regions of the Krasnodar Territory, Kalmykia, Leningrad, Lipetsk and Volgograd, the price exceeds 8 rubles.
But the development of "rooftop" energy can become a headache for grid companies. For example, we are talking about the supply of low-quality electricity to the network, that is, unstable, with power surges.
The FAS explained that the deficit in the income of the grid company will be taken into account when setting tariffs for electricity transmission services in the territory of the corresponding subject of the Russian Federation, similar to the current procedure for compensation when connecting to the grid and other preferential categories.
