Discrediting information on the network will be allowed to block without trial
The prosecutor's office will be able to block access to sites that provide false information about the crimes of citizens. In the first reading, the State Duma analyzed the bill on pre-trial blocking of websites that disseminate information that discredits citizens and reports about their crimes.
A citizen may report to the district prosecutor discrediting information confirming its falsity. The Prosecutor's Office checks this information within 10 days and passes it on to the Prosecutor General. Within the next five days, he will decide on the refusal or preliminary blocking of an Internet resource containing defamatory information. Roskomnadzor then sends a deletion request to the hosting provider where the affected site is located and to the site owner.
The main part of the work will be carried out by the local prosecution authorities, and the prosecutor general will only check the authenticity of the decision.
Deputy Boyarsky recalled that only a court can call a citizen a criminal, and noted that conscientious journalists and bloggers always carefully chose their expressions when discussing. By the second reading, the requirement for notarization of screenshots with defamatory information will probably be removed from the document.
Deputy of the Communist Party of the Russian Federation Alexei Kurinny asked instead of a pre-trial block to speed up the judicial review of such cases. Since we are talking about libel, for which there should be criminal liability.
