The government has temporarily banned the export of buckwheat from Russia due to rising grain prices, Vedomosti writes. Buckwheat was considered a vital product for the domestic market. The Russian government has introduced a temporary ban on the export of buckwheat from the country from June 5 to August 31 inclusive. The annex to the decree says that the export of buckwheat, buckwheat and buckwheat from Russia is impossible.

The price level for some types of grain is already high after the increase in demand last spring. There are various reasons for the current price increase. The increase in the price of oatmeal is explained by a crop failure for buckwheat - a shortage in the market, etc.

There is not enough buckwheat at the factories, and no one knows for sure whether there really is not enough of it on the market or whether farmers simply do not sell it to processors.

According to Russian President Vladimir Putin late last year, the state is concerned about food prices. In particular, he was dissatisfied with the dynamics of prices for butter, sugar, bread and pasta. As a result, tariffs and quotas were introduced for the export of grain and tariffs for the export of sunflower and oil were approved. As for grain, the Ministry of Agriculture expects to balance the supply by increasing the sown area for large crops in 2021.

In fact, any restriction of manufacturers or suppliers of such products leads to losses. Will they be able to compensate them at the expense of, say, the budget? Unlikely. If so, then any goods moving across the border may face such restrictions. And if so, do foreign economic contracts provide for conditions that make it possible to minimize and exclude the consequences of such non-fulfillment or improper fulfillment of obligations by the manufacturer or supplier? Probably no. Therefore, for those who still have the opportunity to include the relevant provisions when developing, agreeing on a contract or already in the process of its execution, we would recommend doing so. Otherwise, it may be the manufacturer, the supplier who will suffer because of the “hung” goods from him, and from the need to pay penalties to his buyer.
