U.S. sanctions on fertilizers, medicines and food have been eased.
Personal and "corporate" restrictive measures (or sanctions) were introduced by the United States against Russia in February 2022 and then gradually increased. In particular, the States completely abandoned Russian gas and oil on March 8th. In particular, Washington has significantly limited transactions with Russia and the supply of Russian goods. The list of sanctioned goods is determined by the general license of the Office of Foreign Assets Control of the US Department of the Treasury, which is periodically updated and published on the official website. However, these strict bans did not affect some goods initially.
So, on February 24, fertilizers, medicines and medical equipment were withdrawn from sanctions. In addition, the sanctions no longer apply to bottled water, seeds, vitamins, dietary supplements, live animals, reproductive materials, food, animal feed, medical equipment and components, software for it. Not only import, but also export of these goods was allowed.
A month later, the rules for the import of goods, exports and imports were clarified. The new edition of the general license stated that all operations are prohibited, including those involving goods from the listed categories, if the Central Bank of the Russian Federation, sub-sanctioned banks, the Ministry of Finance of the Russian Federation or the National Welfare Fund are involved in the processing of transfers. The agency clarified that exceptions to the sanctions list do not apply to alcohol, as well as seafood, fish and products from them.
At the same time, mineral fertilizers, agricultural products, medicines and medical devices received the status of "vital", which actually removed them from any sanctions.
In the current edition of the general license, products for the prevention, diagnosis and treatment of COVID-19, for clinical medical trials and research have been added to the list of "permitted" goods.
Some corporate sanctions have been lifted against Gazprom Germania, which is no longer a subsidiary of Gazprom, and the Kazakh subsidiary of the sanctioned Alfa-Bank. Alfa-Bank Kazakhstan, after the imposition of sanctions against the Russian parent company, was unable to conduct transactions in the currency of "unfriendly" countries, its cards were no longer serviced in terminals and branches of foreign credit organizations. Now Alfa-Bank Kazakhstan is looking for a new owner.
