It is proposed to change the criteria for classifying as SMEs

A proposal from the Bank of Russia to carry out a reform that will lead to a significant reduction in the list of small and medium-sized businesses.

The Bank of Russia took the initiative, the corresponding message was published on the official website of the department. It is proposed to carry out a reform that will lead to a significant reduction in the list of small and medium-sized businesses. Now it is conducted according to formal criteria, and the Central Bank of the Russian Federation believes that many positions in it are unreasonably occupied by companies that can hardly be called small and medium-sized enterprises. In addition to the fact that a broad understanding of SMEs leads to statistical distortions, financial flows are misallocated as a result.

Here are the conclusions the Bank of Russia came to based on the analysis of data from the register:
- a number of companies included in it are too large for the SME sector, these are serious industrial enterprises, large developers with loans of more than 50 billion rubles, and even banks and their affiliates;
- the inclusion of these companies in the register leads to a blurring of economic indicators and the boundaries of SMEs, inefficient distribution of state support measures and credit funds;
- Based on its own research, the Bank of Russia concluded that it was unjustified to provide loans on favorable terms in the SME sector. Thus, only 6% of concessional loans are actually received by companies that can be attributed to this category, and about a quarter of the debt is owned by those who are difficult to recognize as SMEs (in particular, persons affiliated with large credit organizations);
- the most optimal way to solve the problem is to change the criteria by which the status of SMEs is "assigned", inclusion in the register is carried out, but this is one of the options for solving the problem, the working group of the Central Bank of the Russian Federation is also considering others.

How is it proposed to revise the criteria for classifying as SMEs:
the register is significantly reduced, some companies are excluded from it;
remove large companies that can be identified by the following features: assets and loans valued at more than 8 billion rubles, total loans with state participation in the amount of more than 2 billion rubles,
remove from the register of financial intermediaries, MFIs, management companies;
also exclude companies associated with large businesses and credit institutions (with a participation share of 20% or more).
The Bank of Russia notes that the final decision will be made after agreement with the ministries concerned and the business community.
