The Russians were forbidden to replenish anonymous electronic wallets, RBC reports.
From April 1, 2021, new laws and amendments to existing legislative acts will come into force in Russia. Innovations include updated rules for replenishing e-wallets.
Today in Russia it is forbidden to deposit cash into electronic wallets. Now users of payment services such as QIWI-Wallet, WebMoney, PayPal, VK Pay and other similar systems can replenish their e-wallets only through the appropriate bank account. And anonymous cash replenishment through payment terminals or offices of mobile operators is now illegal.
The initiator of tightening the rules for replenishing electronic wallets was the Federal Financial Monitoring Service of the Russian Federation. Thus, Rosfinmonitoring intends to identify those who use these payment systems to carry out illegal activities, in particular to finance terrorism. It is worth noting that the relevant amendments to the law were adopted in the summer of 2019, and the restrictions will come into force 12 months later, in August 2020. However, the coronavirus pandemic changed these plans, and in the fall, the Central Bank of the Russian Federation, after a meeting with financial institutions, postponed the introduction of the ban.
