FAS lost the case on Novosibirsk tariffs, RBC reports:
To the delight of the Novosibirsk authorities, the Moscow Arbitration Court satisfied the claim to invalidate the decision of the Federal Antimonopoly Service, as a result of which, since November 1, the cost of garbage collection in the Novosibirsk Region has increased by 40%.
The Moscow Arbitration Court partially satisfied the claim of the Tariff Administration of the Novosibirsk Region against the Federal Antimonopoly Service regarding last year's decision on the amount of payment for the services of a regional operator for the treatment of solid domestic waste - the company "Ekologiya-Novosibirsk", a member of the VIS group.
Politicians, Andrei Travnikov and Chairman of the Legislative Assembly Andrei Shimkiv spoke negatively about Ecology-Novosibirsk, as if the company itself had achieved a sharp increase in tariffs, but formally this is not so.
In July 2020, the Antimonopoly Service issued a decree from the Novosibirsk Tariff Administration to increase fees for garbage collection, and officials complied, increasing the cost by 5 kopecks per cubic meter. After that, in October, the FAS issued another proceeds, in which it specifically demanded an increase in the tariff by almost 40% from November 1. The department complied with the order, but filed an appeal with the Moscow Arbitration Court.
A similar story in Novosibirsk was with the heat tariff: in 2019, the FAS, following a complaint from SIBECO, ordered to increase the cost of a gigacalorie by more than 7% instead of 3%. The Tariff Department appealed this decision and won in two instances.
It is difficult to say what the tariff for garbage collection will be now. The management of the regional operator "Ecology-Novosibirsk" explained the need to increase the tariff by the inability to find sufficient funds to pay for the services of carriers in another way. Several garbage transport companies have already left the market. Some with the prospect of bankruptcy.
Residents are indifferent to the problems of carriers who have signed contracts but do not fulfill their obligations. But there is reason to believe that the population of Novosibirsk is also indifferent to a 40% increase compared to the past. Wages per person actually increased by about 30 rubles, and the city survived the winter without stormy indignation due to changes in housing and communal services.
Now, in any case, politicians have the opportunity to declare that the decision to raise the garbage collection rate unjustifiably has been successfully challenged. And don't get into the details of how and when the verdict will affect the effective bid. And if it makes any difference at all. After all, most citizens still will not notice a fundamental difference in the monthly payment of housing and communal services.
