An anti-corruption system "Poseidon" will be created in Russia. Principles of work and goals.
On April 25, 2022, the head of state signed Decree No. 232 on the creation of a system against corruption called "Poseidon". The decree entered into force from the moment of its signing. The system is designed to provide information and analytics to federal state authorities and authorities of the constituent entities of the Russian Federation, the purpose of which is to fight corruption and prevent it by collecting and analyzing information on compliance with restrictions and prohibitions by persons they concern.
The project coordinator is the administration of the head of state, the FSO is the operator, and the Ministry of Labor is responsible for methodological and consulting assistance. It is the Ministry of Labor that is authorized to advise on the activities of the system. All information received and contained in Poseidon will belong to the Russian Federation and be provided to authorized persons free of charge, connection to it will be carried out at the expense of budgetary funds.
Principles of work and goals:
the provided information will enter the system automatically;
providing access to existing data is also carried out without additional permissions and approvals;
on the basis of the documents received, an analysis is made;
all users with access from outside and inside are provided with materials in full;
the system will be able to interact with other resources and systems on anti-corruption issues.
All this will be done by a computer, without the additional participation of specialists. In short, artificial intelligence has appeared in power, capable of identifying bribe-takers. The system will be provided with access to various sources of information: internal documents, official databases, reporting in the form of declarations of income and property, as well as social networks, instant messengers with their photo and video archives, etc. "Poseidon" will analyze all the data that gets to it and identify matches and inconsistencies.
The system is not intended to completely replace all stages of search work, but it can greatly simplify the collection of information and its systematization. First, the data will be transmitted to the FSO, and then to the administration of the head of state, who are listed as its coordinator and operator, respectively. According to sources, first of all, the state is interested in high-ranking officials. Similar systems are already being used in the United States, there is also a similar resource in Rosatom, it has shown good results.
