Amendments to the draft law on the development of rural tourism. Legalization of agritourism. Development prospects.
Agronomic tourism will be included in the national project "Tourism and Hospitality Industry", which is being developed since 2019, as a separate block. Vedomosti writes about it.
Prime Minister Mikhail Mishustin gave this instruction to Rostourism and the Ministry of Agriculture after his February trip to Karelia. The head of government believes that a set of measures is needed to develop rural tourism, not only in Karelia, of course, but also in other regions. Tours are no longer available. People need emotions and impressions, they want to participate in the life process. Visits to the countryside, communication with local residents, gastronomic workshops, participation in rituals. Agricultural tourism has a great future in our region and in the country as a whole. People living in cities try to get away to nature. Therefore, agricultural tourism will be in demand. In the European Union, this direction brings about 15-20% of profits. Sooner or later we will come to this. We have ostrich farms and horse clubs where you can stay for a couple of nights and taste real country food. But until now, the inhabitants of Russian villages accept "paying guests", as they say, at their own peril and risk. The bill will consolidate the new concept of "rural tourism" in the law "On the fundamentals of the development of tourism activities in the Russian Federation." The document defines that rural tourism means trips of citizens of the Russian Federation, foreign citizens and stateless persons with visits to rural areas and small towns with a population of up to 50 thousand people. In Russia, about eight hundred cities fall under this definition, including recognized tourist centers.

I am glad, of course, that the state cares about Russian business. However, in itself, the recognition of the existence of this type of tourism does not yet allow us to see additional benefits from such legalization. Naturally, any business would like to see bonuses from this. Somehow a reduced tax rate, exemption from payments, reduced loan rates, subsidies, perhaps a “purchase” of a certain amount of services by the state itself. But this has not yet been seen.
